Senior Engineering Scientist

A native Texan and  ’97 graduate of the Colorado School of Mines in Golden, CO. Doug began his career in Denver providing various geotechnical investigations and construction inspection for all types of commercial and residential construction throughout Colorado. He moved back to Texas and spent the next 27 years working for the Texas Department of Transportation. His TxDOT career began in June ’98 at the Wichita Falls Area Office (WFAO) where he served as the Construction Engineer for nearly 20 years. During his tenure at the WFAO, Doug oversaw the construction of nearly 2 miles of elevated freeway in downtown Wichita Falls IH 44/US 287; 4 direct connector ramps connecting US 287 and US 82, and 5 miles of new highway which included 12 bridges on US 82/277. His special interest in bridge construction gave him an opportunity to participate in the inspection and construction of hundreds of bridges and even more bridge deck placements which provided the experience that led him to the TxDOT Bridge Division in late 2017. 

As the Bridge Division Construction and Maintenance Branch Manager, Doug provided support for the 25 TxDOT Districts on anything bridge related, including emergency response to overheight impact damage, floods, and fires. Doug managed a team of engineers and construction inspectors performing site visits for bridge assessments, designing and detailing unique bridge repairs and rehabilitation projects, and providing construction inspection support to all districts assisting in specialty construction items including structural steel inspection, concrete structure repair, CFRP strengthening, and bridge deck overlays. As part of it’s efforts to better equip TxDOT’s workforce, the Construction and Maintenance Branch also administered a bridge deck construction inspection training course, provides in-house concrete structure repair training, and maintains a set of standardized bridge repair details and construction tips.

He was involved in dozens of research projects at TxDOT ranging from pavements to bridges. One of the first projects was with Dr. Folliard on Research Project 0-6332 that resulted in the development of the ConcreteWorks software application. After retiring from TxDOT in March of 2024, he joined the UT/CBEI team in July 2024.
